The vast majority of this marketing promotes calorie-dense, nutrient-poor, <a href=\"https:\/\/www.globalfoodresearchprogram.org\/wp-content\/uploads\/2021\/04\/UPF_ultra-processed_food_fact_sheet.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">ultra-processed foods<\/a> containing added sugar, saturated fat, and sodium well above recommended levels (e.g., sugary breakfast cereals, soft drinks, candies, salty and sugary snacks and baked goods, and fast foods).<\/p>\n\n\n\n<p>The WHO and other health leaders worldwide point to children\u2019s exposure to food marketing as a major risk factor for obesity. They have <a href=\"https:\/\/www.who.int\/publications\/i\/item\/9789241500210\" target=\"_blank\" rel=\"noreferrer noopener\">called for regulations<\/a> to limit both the amount of marketing children are exposed to and the persuasive power of that marketing. To date, <a href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC7528677\/\" target=\"_blank\" rel=\"noreferrer noopener\">relatively few countries<\/a> have implemented policies to restrict junk food marketing, and the food and beverage industry has successfully preempted mandatory policies in many countries by pledging to self-regulate their child-targeted promotional activities. Industry self-regulation has proved <a href=\"https:\/\/www.globalfoodresearchprogram.org\/wp-content\/uploads\/2020\/08\/Industry_Self-Regulation_Empty_Pledges_July_2020.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">largely ineffective<\/a>, underscoring the ongoing need for more and stronger governmental policies.<\/p>\n\n\n\n<p>The WHO recently issued new <a href=\"https:\/\/www.globalfoodresearchprogram.org\/wp-content\/uploads\/2022\/08\/Draft-guideline-Marketing-08-EDIT-for-public-consultation_CLEAN_JUNE202233.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">draft guidelines<\/a> for policies to protect children from the harmful impact of food marketing, updating <a href=\"https:\/\/www.who.int\/publications\/i\/item\/9789241500210\" target=\"_blank\" rel=\"noreferrer noopener\">previous recommendations<\/a> based on more recent evidence and research. The Global Food Research Program was pleased to submit our comments to the <a href=\"https:\/\/www.who.int\/news-room\/articles-detail\/Online-public-consultation-on-draft-guideline-on-policies-to-protect-children-from-the-harmful-impact-of-food-marketing\" target=\"_blank\" rel=\"noreferrer noopener\">public consultation<\/a>, which closed July 31, 2022. Our key recommendations include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Advocating for a stronger focus on human rights and equity, in particular all children\u2019s right to a healthy childhood that is free from economic exploitation, discrimination, and invasions of privacy, as guaranteed by <a href=\"https:\/\/www.ohchr.org\/en\/instruments-mechanisms\/instruments\/convention-rights-child\" target=\"_blank\" rel=\"noreferrer noopener\">The United Nations Convention on the Rights of the Child<\/a>;<\/li>\n\n\n\n<li>Strengthening definitions of children, marketing, marketing exposure, and marketing power;<\/li>\n\n\n\n<li>Including marketing protection in school environments and mandated protection from targeting and tracking children in online environments; and<\/li>\n\n\n\n<li>Consideration of <a href=\"https:\/\/www.globalfoodresearchprogram.org\/study-shows-chilean-policy-package-led-to-declines-in-purchased-calories-sugar-fat-and-sodium\/\" target=\"_blank\" rel=\"noreferrer noopener\">recent evidence from Chile<\/a>, which was published after the latest WHO-commissioned <a href=\"https:\/\/onlinelibrary.wiley.com\/doi\/10.1111\/obr.13447\" target=\"_blank\" rel=\"noreferrer noopener\">systematic review<\/a>. Chile has the most comprehensive policy to limit unhealthy food marketing to children to date. This was implemented alongside a ban on sales or promotion of regulated foods in schools and a front-of package warning label system. Evidence to date supports enacting mutually reinforcing policies as more effective than single policies.
